This class performs professional and supervisory planning work and oversees the preparation of Department Master Plans and environmental programs within organizational policies and reports major activities to executive level administrators through conferences and reports. The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary. Acts as Program/Project Manager of Enterprise Planning business functions for the assigned Department. Acts on behalf of the Planning Division Director in their absence. Coordinates and makes presentations at public meetings. Manages Enterprise Planning Programs by overseeing large complex planning studies concerned with the development and improvement of airport-owned properties and facilities. Reviews enterprise development projects for conformation with Master Plans and Land Use Management Plans; assists with procurement of contractors/consultants to support Enterprise planning business/ operations. Monitor Program/Project progress reports, milestones and deliverables. Coordinate Planning Studies and represents the Department on planning issues with local, regional state and federal agencies. Assists with staffing analyses and annual operating and long-range capital budgets for Planning section. May oversee Departmental GIS program and the work of professional GIS subordinate personnel. Completes Employee Reviews; organizes, coordinates and supervises the work of subordinate professional planning staff. Performs Hiring Manager activities including requisition development, application rating, interview scheduling, interview rating, approval and pre-employment processing. Performs related work as assigned. Minimum Education And Experience Requirements Requires a Bachelor's degree from an accredited college or university with major coursework in business administration, social sciences, public administration or closely related field. Requires six (6) years in assigned programs, contracts/grant administration, monitoring, audits, development of policies and procedure including four (4) years supervisory experience or closely related experience. Preferences Master's Degree in Planning or closely related fields Doctorate Degree in Planning or closely related fields Professional Engineer (PE), Professional Geologist (PG), Geographic Information System Professional (GISP), American Institute of Certified Planners (AICP) or Registered Architect (RA) Any Airport related FAA / AAE / ACI Certificate Related certificate or license in Project Management, Construction or related field Thorough knowledge of principles and practices associated with the implementation of large scale, complex airport planning, environmental and development programs. Thorough knowledge of all federal, state and local regulatory requirements applicable to airport operations related to planning, engineering, development and construction Thorough knowledge of the funding processes in a municipal environment as related to budgeting, cost accounting, financial planning and management Considerable knowledge of the principles, practices, and procedures of organization, management, and administration. Ability to coordinate airport planning, construction and operation plans with federal, state and local governmental agencies. Ability to plan, implement, and coordinate technical and administrative programs. 2+ years of experience in Aviation-specific environment 2+ years of experience in knowledge of Aviation Planning in a public environment 2+ years of experience at large hub airports 2+ years of experience in FAA/Regulatory environment Working knowledge of environmental regulations, environmental compliance and sustainability. Additional Information All candidates must complete an extensive work history verification and criminal background check, including fingerprinting. Per the Code of Federal Regulations, Title 49, Part 1542, all airport employees must undergo a Criminal History Records Check (CHRC) and a Security Threat Assessment (STA) in order to obtain a Security Identification Display Area (SIDA) Badge, as required by the Transportation Security Administration (TSA). Acts as Project Manager of Enterprise Business Applications Systems for a Department including coordination of meetings, expenditure approval and tracking, and steering committee chairperson. Manages Enterprise Business Applications Smart Sheet (Project Management Tracking Application); participates in Emergency Management/Emergency Operations COOP (development, updates, live and online exercises). Acts as Performance and Continuous Quality Improvement chairperson (facilitation of meetings, policy development); attends and participates in meetings and workgroups. Completes Leadership Performance Reviews; supervises sessions with staff; reviews and approves staff leave requests; mileage; reports and tracking tools. Performs Hiring Manager activities including requisition development, application rating, interview scheduling, interviews, approval and pre-employment processing. Performs related work as assigned.
